CLEAR Marathon Cambodia is governed to protect programme integrity, sponsor confidence, participant trust, and public partners. Governance is intentionally simple, enforceable, and resistant to financial or operational drift.

Financial safeguards

Financial safeguards prevent leakage, escalation, and premature commitments. These controls apply before, during, and after the event.

No advance distributions

No programme, tourism, prize, or partner funds are distributed before successful event completion.

Prize envelope cap

Total prize and incentive exposure is capped and fixed before registration opens.

Cost control

Operator costs are contractually capped and linked to defined deliverables.

Ring fenced tourism allocation

Ten percent of net unrestricted surplus allocated to Siem Reap tourism under defined use rules.

Post event verification

Financial close and verification occur before any distribution or public reporting.

Audit ready

Financial records are maintained in a format suitable for audit and donor review.

Operational risk management

Operational risk is managed through planning, professional delivery, and clear authority structures.

Professional delivery Operators are selected based on experience and capacity at scale
Safety authority Operators and medical command have authority to hold or stop the race
Decision escalation Clear escalation chain prevents delay in safety or operational decisions
Contingency planning Weather, heat, and crowd scenarios are planned in advance

Legal and contractual controls

Contracts define roles, risk allocation, and non distribution rules across all counterparties.

Cancellation and force majeure clauses include non distribution protections.
Sponsor and operator agreements align with governance and financial rules.
No party can unilaterally alter prize, distribution, or allocation structures.

Transparency and reporting

Reporting is designed to be clear and proportionate. The goal is credibility without unnecessary complexity.

Public reporting

Headline figures on participation, surplus, and tourism contribution are published after the event.

Sponsor reporting

Sponsors receive confirmation of placements, participation metrics, and headline outcomes.

Programme reporting

Programme application of unrestricted funding is reported through APOPO standard reporting channels.
